I'm fully aware this is an Astros fan site, but that seems pretty reasonable to me. I'm going to assume that with literally no one in the crowd, MLB was able to hear exactly what was said by everyone on the field, whether it was about mothers or not, I do not know. MLB made it very clear before the season that it was going to increase the severity of punishments for anything that breaks COVID protocol on the field. A coach goading a player to come fight is definitely Not OK.
